Responsibility implementation is the key and guarantee of safety production. Safety production responsibility not only includes the leadership responsibility of the party committee and government, the regulatory responsibility of industry departments, and the main responsibility of enterprises, but also includes the responsibilities of industry organizations, social groups, individuals, and other parties. It is necessary to implement the responsibilities of each party in place. To firmly shoulder the political responsibility of ensuring safety and promoting development, we not only need to closely consolidate the responsibilities of the Party committee and government, departmental supervision, and enterprise entities, but also stimulate public social responsibility, improve public safety literacy, mobilize public enthusiasm and participation in paying attention to safety, supporting safety, and supervising safety, and accelerate the establishment of a safety governance pattern with the participation of the whole society, including the government, enterprises, and the masses. We should make every effort to build a governance framework for major safety and emergency response, following the principle of "safety first, prevention first", putting risk control ahead of hidden dangers, and putting hidden danger management ahead of accidents. We should truly prevent small risks and prevent them before they occur. We should adhere to the principle of prevention first, promote the transformation of safety production governance mode to pre prevention, focus on key areas, conduct regular hazard investigation and rectification, and strengthen capacity building, Effectively improve the level of emergency response work.
